North Carolina and South Carolina are both members of the driver’s license agreement (DLA) which means they share information between their motor vehicle departments. Members of this agreement have different rules to what they transfer over and if points are accessed, etc.
I would suggest calling your DMV and find out if a ticket under 10 mph over the limit from SC will transfer to your state. You will most likely still be required to pay the fine to SC though. If you do not pay the fine or fight the ticket there is a possibility that SC could chose to suspend your license for not complying with your penalty (fine) which would affect you in NC.
