The penalty from California for being an unbuckled passenger is a fine of not more than twenty dollars (plus court fees) for the first offense, and a fine of not more than fifty dollars for each subsequent offense. In lieu of any fine or penalties the court can order the person convict of a first offense to attend traffic school.
