It appears that in most states a minor, thus a seventeen year old, can have a title in their name legally. Unless your specific state has a law that would prohibit it, generally a 17 year old would be able to have a parent sign their title over to them. Check with your local DMV to find out your state's laws.
A 17 year old is still a minor though so in many states you cannot enter into a binding contract and this means many insurance companies will not enter into a contract with a minor. Thus you will likely have to have a parent enter into the insurance contract with you by signing any insurance documents along with you. You will need insurance to drive your car legally.
