As you mentioned both New York and Pennsylvania are members of the Driver License Compact (DLC) which allows the 46 member states to report driver record information between their motor vehicle departments. Each state can make up their own laws and rules for what they do with that information though.
The answer regarding your speeding ticket you received in NY is that in PA even though the out of state citation will be reported to PennDOT, this minor offense will not appear on your driving record unless you are a CDL holder and points will not be assessed to your PA driving record.
