The initials CDL stand for commercial driver's license. So according to the Pennsylvania (PA) Driver License Compact (DLC) Fact Sheet although speeding tickets from other states are reported to PennDOT (Department of Transportation) they will not appear on your driving record unless you have a commercial driver's license (CDL).
In Kansas (KA) fines for traffic infractions are set uniformly by the Kansas state legislature. In the information I found from 2003 an 86 in a 70 would cost around $130 but likely the cost has gone up a bit.
In Oklahoma (OK) the speeding fine is $5.00 per mile in excess of the speed limit plus court costs for certain cities such as Norman. I am not sure if OK has statewide set fines or if local courts set the fine amount so check with the entity listed on your ticket to find out what your exact penalty will be.
You will need to take care of the speeding tickets in both KA and OK. If you do not both states could suspend your license in their state and that would likely cause PA to suspend your license at home as well.
