New York State's Department of Motor Vehicles does not record out-of-state violations committed by NY drivers, except for when it is a major violation or the violation was occurred in Ontario or Quebec. With same exceptions of Ontario and Quebec, the NYS DMV does not add points onto your driving record for out of state tickets.
Due to the rules of the NYS DMV, your Rhode Island speeding tickets would not normally show up on your New York driving record. If the citations are not listed on your driving record it is doubtful that your insurance company would find out about them when looking at your MVR to raise your rates.
