According to the CPI, so far in 2009, District of Columbia, New Jersey, New York, Louisiana and Michigan are the most expensive states. Idaho, South Dakota, Nebraska,Illinois and North Dakota are the least expensive.

In the past, optional security features would help the price of insurance, but most vehicles now come with air-bags and anti-lock brakes so it isn't as big of a factor.
