While the state in which you received the speeding ticket, Massachusetts, is not a member of the Drivers License Compact, their Registry of Motor Vehicles (RMV) has arraigned to still share driving records with other states. Their agreement with other states could include Florida.
If the Florida Department of Highway Safety and Motor Vehicles (HSMV) is notified of the 31 mph speeding ticket from MA, the violation may be added to your FL driving record. The HSMV notes that a driver will receive points as if the offense occurred in-state if the violation matches with one on the Florida violations listed in the Florida statutes.
In Florida driving more than 15 mph over the lawful or posted speed is a 4 point offense. Florida law does not allow any school or driving program to remove points from your driving record for a ticket received in another state.
