Delaware and Pennsylvania are both part of the Drivers License Compact. Members of this agreement are required to report tickets received by motorists back to the state where the driver is licensed. This means that Pennsylvania should report to the Delaware Division of Motor Vehicles this speeding ticket once you are convicted of it in PA.
The Delaware Code of law lists the Drivers License Compact under Chapter 81 of Title 21, the Motor Vehicle section. This section unfortunately does not make it clear if points will be assigned once the out of state violation is reported to the DMV. If it is, it would likely receive the same amount of points as if the offense occurred in state.
In Delaware speeding 1 to 9 miles per hour over the posted speed is 2 points. In Pennsylvania it is also 2 points for 6 to 10 mph over the speed limit so if either state's points system is used, it would be the same amount of points assigned.
