If you have received a driving under the influence (DUI) citation in California you might be able to get a driver's license in Kentucky. A fist time DUI offense in California typically has penalties such as jail time, fines, vehicle impoundment, license suspension for 6 months or more, and a completion of a DUI program.

If you have dealt with the penalties given to you for being convicted of the DUI and have taken care of any licensing issues concerning the DUI, so that your California driver's license is valid, than Kentucky would likely allow you to get a license.

Instead, if your California license is suspended, revoked or otherwise invalid currently, than Kentucky and other states will not allow you to obtain a driver's license. To obtain a license in another state, you will need to follow the directions of the CA courts or DMV to get your CA license reinstated and then try to acquire a driver's license in Kentucky.

All states input information and can receive information from the National Drivers Register (NDR). This database keeps record of problem drivers, meaning mostly those with serious traffic convictions, including DUIs, and those whose driver's license is suspended, revoked, canceled, or denied.

The Kentucky Transportation Cabinet Division of Driver Licensing states that they check the NDR to determine if a motorist's driving privilege is suspended in any other state prior to a license being issued. If a driver is suspended, a KY license will not be issued until that suspension is no longer in effect.
