In Maryland a FR-19 is the Maryland Insurance Certification form. An eFR-19 means that the insurance company is a part of the online insurance certification program. The FR-19 form is signed by a car owner to acknowledge that the minimum vehicle liability insurance will be maintained throughout the registration period and that the vehicle will not be driven without insurance.
The MD FR-19 can only be issued by an insurance company licensed to do business in Maryland and is valid for 30 days. It should be mailed or brought to a Motor Vehicle Administration (MVA) along with the request form from the MVA.
The penalties that the MVA site lists for driving uninsured include:
- Lose of license plates and vehicle registration privileges.
- Pay uninsured motorist penalty fee for each lapse of insurance - $150 for the first 30 days, $7 for each day thereafter.
- Pay a restoration fee of up to $25 for a vehicle's registration.
- Be prohibited from registering any future vehicles until all insurance violations are cleared.
- Have license plates confiscated by a tag recovery agent, once the registration suspension is in effect
