In Delaware speeding ticket convictions are usually assigned the following amount of points:

  • 1- 9 mph over the posted limit is 2 points
  • 10 -14 mph over the posted limit is 4 points
  • 15-19 mph over the posted limit is 5 points
  • 20 mph or more over the posted limit is 5 points*

* May also result in additional actions including suspension.

Due to the DE violation points system it would appear that even with a provisional license you would be assessed 5 points since you were found going 17 mph over the speed limit.

If you had been going only between 1 to 14 mph over the posted speed you may not have been assessed points according to the DE Driver's Manual IF (a) it was your first violation within any three (3) year period and (b) the ticket is paid through the Voluntary Assessment Center.
