In most states if you are not at fault then you should be able to place a claim with the other at-fault party's insurance company. Normally the at-fault person's property damage liability coverage would be what the claim would be placed against.

If for some reason you are unable to make a claim against the other person's insurance policy, it does not appear that your mother will be able to place a claim against her collision coverage since you were not listed on her policy. If you live in your mother's household and are a licensed driver, most insurance companies will require you to be listed on your parent's policy to be properly covered.

If you were specifically excluded from the insurance policy on this vehicle then her insurer will not pay out on a claim with you as a driver.
