In Texas young drivers must comply with the state's financial responsibility laws, just as older drivers do. Most young drivers, however, have the option of satisfying their legal requirements by being added to their parents' auto policy.

Adding a young driver to a parents' policy can be expensive, but it's cheaper than taking out a separate auto policy. If you want to be insured by your parent's insurance carrier then have them discuss adding you to policy with their agent. 

If instead you want your own policy it may be possible with just a permit but some insurance companies will require a fully licensed driver to be on the insurance policy with you. Also but as a 15 year old minor you will need a parent or guardian to sign the insurance documents/contract with you.
