Yes, you can buy insurance without a social security number with some companies however insurance companies will require you to have a US driver's license which depending upon state laws of the state in which you reside in, you may be required to have a SSN in order to obtain a license.

Every state has different laws pertaining to the requirements of getting a drivers license. You should contact your state's drivers license office to see their requirements if you do not already have a US license.

In the past the Social Security Administration was able to give an SSN in order to allow persons to get a drivers license. They can no longer assign an SSN to a non-citizen solely for the purpose of obtaining a driver's license. Non-citizens otherwise ineligible for an SSN can, however, obtain one for purposes other than employment when:

  • A Federal statute or regulation requires the non-citizen to provide an SSN to get a particular benefit or service; or
  • A State or local law requires the non-citizen to provide a SSN to get general assistance benefits.

Comment Update: Some companies DO require a SSN in order to buy insurance, only because their systems need it to calculate an insuranc score. Therefore, with those carriers if your religious beliefs forbid you from “taking on a number” then the answer above explains that. It may not be the answer you wanted, but you can buy with some carriers without providing a SSN. Those carriers use your address and name in order to calculate a credit/insurance score.
