If you have comprehensive coverage you could place a claim for this windshield damage through it since it falls under the glass damage portion and/or vandalism. Normally there is not a deductible in Florida for windshield repair or replacement through your comprehensive portion of your physical damage coverage.

If you do not want to place a claim through your own insurance company and know the person that damaged your windshield you could go after the party that did so. I am uncertain what type of insurance you are suggesting that person would have that would cover this incident but the person should be held responsible for their actions and could likely be taken to court to pay for the damages if they refuse to do so without a judgment against them.
