Your home state of Delaware and the state of Pennsylvania both take part in the Drivers License Compact (DLC). The DLC allows the member states to exchange information regarding traffic violations. So Delaware will be notified of this speeding citation.
If DE Division of Motor Vehicles states that they include on your DE driving record all convictions, even those committed in other states. It does not note if points are assigned for these out of state offenses. You will need to contact the DE DMV to find out if this is done or not. If points are assessed it will likely be the same as if the offenses had occurred in state.
