Normally if your license is suspended, revoked or cancelled in another state you are not able to obtain a different state license until you take care of the issue in the original state and have your license reinstated.

All states check with the National Driver Register (NDR) and thus will find that your license has been suspended in Pennsylvania.

The NDR is a central database of information on problems drivers, meaning motorists, whose license is revoked, suspended, canceled or denied or has been convicted of a serious traffic related offense. All 51 US jurisdictions provide information to the NDR and can search the database for information on drivers applying for a driver's license.

The North Carolina DOT's Division of Motor Vehicles states that if you have just recently moved to North Carolina and are applying for your original North Carolina driver's license your valid, unexpired "out-of-state" driver's license with photo counts as one form of identification. Though you can contact the NC DMV to see if you could acquire a North Carolina driver's license while having a suspended PA license.

Keep in mind that to get a NC driver's license you will need to show proof of residency. This may be prove to be difficult if you are an out-of-state college student who intends to return to your home states upon completion of your educations in North Carolina since you are considered a non-resident by the NCDOT.
