It will depend upon state laws if your driver's license will be penalized, as in suspended, etc, if you drive without insurance. If it is against the law in the state in which you are driving to operate a vehicle without insurance on it and if you are pulled over and found without insurance coverage on the vehicle you will be cited and penalized for breaking this law.
It will not matter that the car is registered out of state since when you drive from one state into another you need to conform to their laws. Normally if the car that is registered out of state and also has insurance on it from out of state then that insurance policy would conform to the new state's laws. If you do not have insurance on the vehicle then there is none to conform and thus you are breaking the law.
The penalties for driving without insurance vary from state to state, some do include suspension of your driver's license. Other penalties can include impoundment of the vehicle, registration suspension and fines.
