QuestionInsurance Question  I got a ticket in Massachusetts for "Passing Violation (Distance)." I have a Virginia license. I was wondering is the ticket will be posted on my driving record. Mass does not seem to be a member of DLC, but do you know if it shares info with Virginia?

AnswerAuto Insurance Answer

According to the Massachusetts driver's manual located at the MA Registry of Motor Vehicles (RMV), MA has arranged to share driving record and criminal violation information with other states. So even though Massachusetts is not a part of the DLC (Drivers License Compact), they have their own agreements with other states to exchange violation information. They do not specifically list other states that they share information with so you may want to ask the MA court when you are taking care of your passing violation citation if this traffic ticket conviction will be reported to Virginia.

Likely the VA DMV will be notified by the MA courts since while Massachusetts is not a member of the DLC they have signed up as a member of the DLA (Drivers License Agreement).

The goals of the DLA are to require each state to honor licenses issued by other member states; to require each state to report traffic convictions to the licensing state; to prohibit a member state from confiscating an out-of-state driver's license or jailing an out-of-state driver for a minor violation; and to require each state to maintain a complete driver's history, including withdrawals and traffic convictions including non-DLA states.

If the Virginia Department of Vehicles is notified of the MA traffic ticket, the offense as well as demerit points may be assigned to your driving record. The VA DMV notes that traffic convictions, even if they occur out of state, are placed on a driver's motor vehicle record (MVR).
