According to the information from the Massachusetts Registry of Motor Vehicles (RMV) and the MA driver's manual, no you cannot drive in Massachusetts if you are 15 and have a Georgia learner's permit.

The RMV states that no person under the age of 16 may drive in Massachusetts. This is true even if you have a driver's license (or learner's permit) issued in a state or U.S. territory or another country that allows operation of a motor vehicle by a person less than 16 years of age.

If you are driving through other states you should contact their department of motor vehicles to see what each state allows regarding your learner's permit and if you can drive in a state with what conditions or restrictions.
