No, it is unlikely that Indiana would allow you to obtain a driver's license while you have a suspended license in another state.
The IN Bureau of Motor Vehicles (BMV) states that an applicant for a new Indiana operator license who holds a valid photo license issued by another state, the District of Columbia or U.S. Territory must successfully pass a written and vision test. They also note that if the out-of-state license is expired over one year, a drive test will be required, in addition to the applicant successfully passing a written and vision test.
Since your Illinois driver's license is neither valid nor expired it does not appear that Indiana allows you to receive a driver's license there. If you do apply for a license in IN the BMV will check the National Drivers Register (NDR) and/or PDPS (Problem Drivers Pointer System) which are databases that lists problem drivers. So drivers, such as yourself, with a suspended, revoked or canceled driver's license will be listed in the NDR and PDPS.
Once the IN BMV would see that your license is suspended in another state they normally would reject your application for a license until your IL issues are taken care of and your driving privileges are reinstated there. You can check with the Indiana BMV directly though to see about your specific situation and if there is any restricted license you could obtain while waiting to get your IL license reinstated so you can obtain an Indiana driver's license.
