The Division of Motor Vehicles (DMV) for Delaware told us that your record and points from Maryland will follow you to Delaware. We would advise you contacting the DE DMV yourself to discuss the violations you have on your Maryland license and see what points will be assessed in Delaware since likely the states have different moving violation point systems.
The DMV representative also stated that if you get a Delaware license and are convicted of moving violations out of state these offenses would be reported to them and the violation conviction would go on your DE driving record. Points would also be assigned to your MVR for out of state moving violations. So if you were licensed in DE but went to visit friend in MD and received a traffic ticket and were convicted of it then the Delaware DMV would be advised. They then would put the violation on your DE driving record and assess you points as well.
