Oklahoma and Texas are both members of the Drivers License Compact (DLC) which means if you are convicted of the speeding offense that the Texas courts will advise the Oklahoma Department of Public Safety (DPS) of your speeding ticket. The Oklahoma DPS will then place this out of state moving violation on your OK driving record.

Oklahoma statutes title 47, section 6-117 states under subsection B that the Department of Public Safety shall file all collision reports and abstracts of court records of convictions received by it pursuant to the laws of this state and maintain convenient records of the records and reports or make suitable notations in order that an individual record of a person showing the convictions of the person and the traffic collisions in which the person has been involved shall be readily ascertainable and available for the consideration of the DPS upon any application for a driver license or renewal of a driver license and at other suitable times.

Any abstract, index or other entry relating to a driving record according to the licensing authority in another state or a province of Canada may be posted upon the driving record of any resident of this state when notice thereof is received by documentation or by electronic transmission. The individual record of a person shall not include any collision reports and abstracts of court records involving a collision in which the person was not issued a citation or if a citation is issued and the person was not convicted.

As for points, it does not appear that points are assessed for out of state moving violations. Information about points being recorded to driving records after speeding convictions is discussed in Title 47, Section 11-810 of OK Statutes where it notes that:

A. Except when the person is the holder of a commercial driver license and commits the offense while operating any vehicle or when the person who commits the offense is operating a commercial motor vehicle, the Department of Public Safety shall not report or assess points to the driving record of any person, as maintained by the Department, for a conviction of exceeding the speed limit by at least one (1) mile per hour but not more than ten (10) miles per hour.

B. Except when the person is the holder of a commercial driver license committing the offense while operating any vehicle or when the person committing the offense is operating a commercial motor vehicle, the Department of Public Safety shall not record or assess points for convictions for traffic offenses on the driving record of any person as maintained by the Department, where such conviction is for exceeding the speed limit prescribed in this title, but not exceeding the speed limit previously in force where the violation occurred.

C. Except when the person is the holder of a commercial driver license committing the offense while operating any vehicle or when the person committing the offense is operating a commercial motor vehicle, the Department of Public Safety shall not record or assess points against a person for out-of-state convictions of exceeding the speed limits of that state, provided the person did not exceed the speed limit previously in force as of January 1, 1974, in the state where the conviction occurred.

You may want to see if deferred adjudication is available to you for your Texas speeding ticket. In Texas deferred adjudication is a type of probation that is only available after a plea of guilty or no contest. Once a defendant pleads guilty or no contest, the judge can postpone a finding of guilt and place the defendant on deferred adjudication. Then as long as the defendant follows the terms and conditions of the deferred adjudication, at the end of the probationary period, their ticket will be dismissed.

If you cannot use deferred adjudication or any other option to get the ticket dismissed and the TX speeding ticket is shared with Oklahoma then it will be placed on your OK driving record. Your insurance company would thus see it the next time they pulled your motor vehicle record (MVR).

Depending upon your insurance carrier's rating system the TX speeding ticket could affect your rates. Being your first ticket it may not change your premiums but this really is up to your insurance company so if you find out that this traffic ticket will be listed on your driving record contact your insurance agent to get information on your insurance provider's rating system.
