No, to the best of our knowledge you would not be able obtain a Texas driver's license while your license in Indiana is suspended. The Texas Department of Public Safety (DPS) checks the National Driver Register/Problem Driver Pointer System (NDR/PDPS) when a person applies for a license in TX.

If your license is suspended in IN than it should be noted in the NDR and thus Texas would be aware of this suspension and turn you down for a driver's license until you are able to resolve your issue in Indiana and get that license reinstated. Once your license in Indiana is valid again you should be able to apply and obtain a Texas driver's license.

The DPS makes states specifically if you have a VALID out-of-state license in your possession, it must be surrendered at the driver license office when you receive your Texas license. If you have never been licensed or have an EXPIRED out-of-state license, you will be required to pass both the written and driving exams, in addition to a vision test.
