According to the Driver License Manual put out by the Wyoming Department of Transportation there are certain individuals who cannot obtain a driver's license in Wyoming due to various reasons.
This list includes:
- persons under 16 years of age;
- persons whose driving privileges are suspended, canceled, denied or revoked in this or any other state (All applicants are checked through The Problem Driver Pointer System and other electronic systems to make sure there are no adverse actions against them);
- persons who fail any portion of the required driver license examination;
- persons who have been judged legally incompetent;
- persons who are habitual users of alcohol or any controlled substance;
- persons who are in violation of the immigration laws of the United State.
As you can see from the second item listed above, if your license is suspended in another state you are not able to obtain a Wyoming driver's license. They mention they check the Problem Driver Pointer System (PDPS) which is part of the National Drivers Register (NDR) that all states place information into about problem drivers and must check when a person applies for a driver's license.
The NDR is a central database of information on problems drivers as we noted and this means motorists, whose license is revoked, suspended, canceled or denied or has been convicted of a serious traffic related offense such as a DUI.
So while your Massachusetts driver's license is suspended you would not be able to obtain a Wyoming license. You can contact the WY DOT to find out what you need to do in order to apply for a license, likely they will require you to get your MA license reinstated.
