We contacted the Alberta government since as you noted on their website they do not specifically cover this type of situation. Their representative responded to us by saying that a person under the age of 18 years would require parental consent and valid identification to register a motor vehicle in Alberta. A person does not have to be the holder of an operator’s license (Class 5 license) to register a motor vehicle.

So if your brother is under 18 he would need parental consent and some sort of ID to register a vehicle. If he is over 18 he does not need parental consent but just needs an accepted form of identification to register a car since an actual driver's license is not required to register a car in Alberta, Canada.

However, your brother would be required to show proof of valid insurance before he could register a motor vehicle. Alberta Transportation is of the understanding that any person who applies for and is issued an automobile insurance policy must be fully licensed to drive that vehicle. The representative suggested that your brother contact insurance providers to discuss possible options.

In the US there are insurance carriers that will allow someone that owns a car but only has a learner's license to insure a car if they also have a fully licensed driver on the policy with them since that person would have a driving record for the insurer to rate on which a person with a permit or learner's license does not usually have a driving record. This may also be an option in Canada. Your brother can check with our Canadian car insurance affiliate to see what his insurance options are with only a learner's license (Class 7 license) and not yet a Class 5 operator's license.
