Massachusetts motorists pay 27 percent more in auto insurance than average Americans as a result of a flawed system that encourages frivolous claims and even insurance fraud, according to a new study commissioned by an industry group seeking major regulatory reforms.About 87 percent of Massachusetts motorists also subsidize the rates paid by the remaining 13 percent of drivers due to the current regulatory setup, according to the report, conducted by a former Clinton administration economist for the Property Casualty Insurers Association of America."By virtually every measure, the regulatory arrangements adopted by Massachusetts to achieve these goals have failed."....
