Auto insurance rates for Colorado drivers have dropped an average of 27 percent since 2003, when the state switched from a no-fault to a tort system. At the time, Colorado drivers were paying the eighth- highest rates in the nation, according to the Rocky Mountain Insurance Information Association, an insurance industry trade group. Under no-fault insurance, repair and medical costs were paid by each driver's insurance.....
