RECORD numbers of motorists are being fined in London, a new study reveals. Half the fines were issued by just two councils, Ealing and Camden, which collected more than 100,000 penalties between them. Today experts warned that these figures were set to soar as more councils erect CCTV cameras to monitor traffic violations.....
