Dec. 16--The Romney administration yesterday approved a steep cut in auto insurance rates for next year, dropping the statewide average premium to $899, its lowest level since 2001. The decision basically split the difference between the $983 average premium sought by insurers industry and the $833 requested by Attorney General Thomas F. Reilly. The new rates will take effect April 1 instead of Jan. 1 and last a year.....
