When critics of a plan to reduce the regulation of the state's auto insurance market started pursuing their alternative on Beacon Hill last month, they did so without two well-funded allies.In the past, Commerce Insurance Co. of Webster and Arbella Mutual Insurance Co. of Quincy have funded marketing campaigns aimed at alerting lawmakers and consumers to the potential perils of a switch to a more competitive system.Commissioner Nonnie Burnes, a Superior Court judge who was hired for the job by Gov. Deval Patrick earlier this year, approved such a change last month - accomplishing something her predecessor in Republican administrations was unable to do.....
