Dec. 30--TOKYO -- The government has decided to lower premiums for compulsory automobile liability insurance on all types of vehicles by an average of around 20 percent in April, the first decrease in 11 years, informed sources said Sunday. The decision stems from a decline in the number of accidents and favorable investment returns on premiums, they said. The Compulsory Automobile Liability Insurance Council, an advisory panel to the commissioner of the Financial Services Agency, will discuss details of the plan, such as the margin of premium cut, in January, the sources said.....
