TWO-thirds of car insurers are refusing to take on 17-year-old drivers, a move which will put pressure on the Government to raise the legal driving age to 18. Even under-21s will find it a struggle to obtain cover as around half of insurers are refusing to issue them with policies. Among other moves being backed by insurance giants are calls by safety groups to introduce night-time curfews and a complete alcohol driving ban for newly-qualified drivers.....
