Feb. 13--The state's largest auto insurer said Tuesday that lower payouts on claims will result in lower rates on new policies and renewals. New Jersey Manufacturers Insurance Co. said its auto rates will decline by an average of 5 percent starting Friday. That will be the largest decrease "since at least the early '90s," said Patrick Breslin, a spokesman for the insurer.....
