QUINCY - Arbella Insurance Group of Quincy has teamed up with the Massachusetts Association of Insurance Agents to sue the state insurance commissioner over the state's new competitive rules for the auto insurance market.Arbella and the agents' group filed the lawsuit in Suffolk Superior Court on Thursday against Commissioner Nonnie Burnes, who crafted the rules for the insurance market that took effect in April. Arbella and the agents say Burnes has put incumbent companies at a disadvantage to newcomers by applying a different set of rules for new entrants to the Massachusetts market.....
