I am writing in regard to our seat belt and cell phone laws in Kansas. I cannot understand why we have a law against operating a vehicle without wearing a seat belt but it's not against the law to use a hand-held cell phone while driving.If you think the answer is obvious, why shouldn't we have a law against using hand-held cell phone while driving in Kansas?....
