Sep. 12--DURHAM -- State Insurance Commissioner Jim Long has ordered a 16.1 percent decrease in car insurance rates for 2009 -- the biggest year-to-year reduction of insurance rates in Long's 24 years at the post. Long signed the order Thursday for the reduction in private passenger auto rates -- and a 11.7 percent reduction in motorcycle liability rates -- effective Jan. 1. The N.C. Department of Insurance had held hearings in July and August to determine whether the increase was necessary.....
