One out of every 13 North Carolina drivers has no car insurance. Starting today, all North Carolina drivers are required to have uninsured or underinsured coverage. "If you don't have that coverage and you do get into an accident and they don't have any insurance, then it has to either come out of your pocket, or you're at their mercy if you sue them and try to recoup that money," said Kristin Milam, a spokeswoman for the N.C.
