Apr. 20--Gov. Bill Owens on Tuesday appointed one of his policy advisers as Colorado insurance commissioner. Pending Senate confirmation, David Rivera, 34, will succeed Doug Dean, who earlier assumed the top spot at the Colorado Public Utilities Commission. Rivera has worked with Owens since August 2001 shaping policy on health care, auto insurance and higher education.....
