Oct. 4--Massachusetts Insurance Commissioner Julianne M. Bowler has ordered sweeping changes to the way high-risk drivers are apportioned among automobile insurers, a move that could require at least 150,000 drivers to change insurers. In her order, Bowler said all of the agents representing high-risk drivers in Massachusetts must be redistributed among the state's insurers within 60 days so that claim losses can be more equally shared, based on market share. The move could hurt Commerce Insurance of Webster, the state's largest automobile insurer, which has thrived under the existing system for apportioning high-risk drivers.....
