Aug. 18--A federal judge in Brooklyn has criticized prosecutors for not promptly discovering incriminating information about a key witness in an extortion case stemming from poker games at the Rasputin restaurant. Witness problems and other issues led Judge Brian Cogan on Thursday to strongly hint to prosecutors that they should think about dismissing the indictment or coming to a settlement with the defendants, brothers Michael and Alex Mitselmakher of Brooklyn. The Mitselmakhers, both born in Russia, are on trial on charges they tried to extort a $50,000 gambling debt from the witness, Zakhar Peysakhov....

Aug. 18--A state program offering low-cost auto insurance to motorists with limited incomes will be expanded to 42 counties from 31, with most of the additions in Northern California. Under the program, formally known as the California Low Cost Automobile Insurance Program, eligible drivers can obtain liability coverage for less than $400 a year. Insurance Commissioner Steve Poizner announced this week that the program is being expanded to Amador, Butte, Calaveras, El Dorado, Humboldt, Placer, San Benito, Shasta, Sutter, Tuolumne and Yuba counties....

Aug. 17--As the expiration of Florida's controversial no-fault auto insurance law nears and no acceptable replacement has been put forth, a new coalition of 37 healthcare providers, first-responders, health insurers and some auto insurers is urging lawmakers to take action. The group, called the Coalition to Protect Florida's Drivers, is petitioning Gov. Charlie Crist, Senate President Ken Pruitt and House Speaker Marco Rubio to address the auto insurance problem during the legislative special session on the budget next month. Now, Florida drivers are required to buy at least $10,000 in coverage for personal injury protection, which pays medical bills from an auto accident, and $10,000 in property damage protection....

Natalie Jay Palfrey, 19, of Hendre Road, Rumney, Cardiff, was given a 12- month conditional discharge and told to pay pounds 75 compensation to her victim and pounds 50 court costs, after pleading guilty to assault. Jonathan Richard Morgan Davies, 21, of Gorwel Road, Ogmore Vale, Bridgend, was jailed for 14 days and banned from driving for a year after pleading guilty to failing to stop and give his details after a car accident, two counts of using a car without insurance, two counts of driving without the correct licence, driving without due care and attention and failing to surrender to bail....

When I relocated from Missouri to Michigan as an undergraduate, the enigma of auto insurance had me scratching my head; indeed, the two states differed almost as much as night and day. But surprisingly many residents of Michigan do not even know about their states mandatory no-fault policy or its impact on their premiums, even though these policies have been in existence for more than thirty years. Although Michigan remains a part of a shrinking field of no-fault states (Hawaii, Kansas, Massachusetts, Minnesota, New York, North Dakota, and Utah are the others), its consumers frequently brush aside the real meaning of no-fault or even how it came to be....

The state ranks second highest in the nation for undeserved "farm use" discounts on premiums for private passenger vehicles in what is often -- but not always -- a scam by consumers, researchers said Friday.
