I am 16 years old currently with a junior license. I am buying a car this weekend. Am I legally by the state of New York allowed to be the primary holder of the title in my name? Or do I have to have my parent be primary and I secondary? When a Texas cop stops a driver from Wisconsin, where NO proof of financial responsibility, let alone insurance, is required, he will give a ticket for lack of "proof of financial responsibility." When he stops a Californian who is insured to the CA state minimum, who presents an insurance card, he will not give a ticket, in spite of the fact that the Californians insurance does not satisfy the TX minimums. The TX statutes make NO exception for Californians in the Financial Responsibility section.
Now this seems to be a violation of the Constitutional interstate travel rights of the person from WI. Furthermore it violates the comity rules of Full Faith and Credit and Privileges and Immunities Clause.
Can it be that CA requires its insurance companies to honor the higher TX state minimums? Can it be? Now since 2005 or so the laws have changed to 10 years. My question is do insurance carriers have to stick to the new law of 10 years or are they subjected to 7 years for a quote for me since the law has changed?
