ESSEX police are to scrap or sell the cars of uninsured and unlicensed motorists. Under new laws drivers stopped will have 14 days to produce paperwork or lose their vehicle, the proceeds going to charity. A police spokesman said: "This will hit where it hurts - in the pocket.....
