Dec. 7--LOWELL, Mass. -- If Attorney General Tom Reilly has his way, Massachusetts drivers will save $200 next year on their auto-insurance premiums. But Reilly first will have to convince state Insurance Commissioner Julianne Bowler that the state's 19 auto-insurance providers can afford to trim $750 million in annual charges next year. Reilly made a stop at City Hall yesterday afternoon on a three-day, five-city tour of the state, pushing his proposal to cut insurance rates by 18 percent in 2006.....
