SPRINGFIELD -- The Blagojevich administration's failure to budget enough money to pay insurance claims when state cars are involved in wrecks is now being felt by university officials.In a recent directive issued by the governor's budget office, universities were told they are now responsible for paying claims until the state's empty insurance fund is replenished later this year.The move is being reviewed by officials at Illinois State University, Normal.....
