Oct. 30--A new program designed to grant driver's licenses to illegal aliens will actually lower the amount New York residents pay for auto insurance, state and industry officials say. On Saturday, Mr. Spitzer made a deal with the Bush administration that would allow New York to carry out its plan to issue licenses to illegal aliens -- although their licenses would be clearly marked to indicate they are not valid federal ID. The state agency overseeing auto insurance estimates that 600,000 uninsured vehicles are on the road in New York.....
