Nov. 15--BOSTON -- An auto-insurance company that pulled out of Massachusetts 20 years ago plans to start writing insurance policies again for Bay State drivers as the state moves to open the market to increased competition. Peerless Insurance, owned by Boston-based Liberty Mutual Group, yesterday became the first new company to announce it will be entering the Massachusetts auto-insurance market since Insurance Commissioner Nonnie Burnes announced the state would be moving toward a system of "managed competition." "From enhanced services and better products to more companies to choose from, all signs point to the fact that the consumer benefits inherent to the new system are real and are working," Burnes said.....
