The state's new "managed competition" auto-insurance system seems to be tapping the brakes on big rate cuts seen in recent years in Massachusetts.For the first time in decades, auto insurers yesterday were allowed to file individual rate proposals - and they unveiled a dizzying array of new discounts and other products designed to attractcustomers when a more market-orientated system is introduced next April.But the new "managed competition" system ordered by Insurance Commissioner Nonnie Burnes looks like it initially won't produce an overall average premium cut as large as last year's 11.7 percent reduction ordered by regulators under the old system that's being junked.....
