California and Pennsylvania are both part of the Driver's license compact which has the member states share information to follow their principle of one driver license and one driving record recognized by all member jurisdictions. So if your driving privilege is expired, suspended or revoked in other states it is considered the same in California.

The California Court system also states that CA and many other states participate in a problem driver pointer system (PDPS). This means when you apply for a CA driver's license this system alerts the DMV to any action against your driver's license in other states.

The PDPS searches National Driver Register (NDR) which is a central database of information on problem drivers (those whose license has been revoked, suspended, canceled or denied or have been convicted of serious traffic related offenses) provided by all 51 US jurisdictions.
